M~. Chris Bridges
. -----rvtarch 16, 1993
Page 2

We also want to obtain information from you about eXIsting grant programs supporting water
conservation. Such grant programs will mesh well with the challenge to higher education personnel to
seek creative ways to conserve water.

As we begin to implement the requirements of HB 91-1154, we will request that the existing planning
and budgeting process be used to actually develop/implement water conservation plans. This will have
the dual advantage of utilizing an existing management process and have the added advantage of
inserting water conservation into the budgeting process where the cost containment dimension of water
conservation can readily be appreciated. It is the reports that come through this mechanism that will
initially be compiled for satisfying HB 91-1154 requirements.

We would appreciate your joining us for the April 2, 1993, meeting of the CCHE Advisory Committee
on Capital Construction Policies and Priorities. The meeting will be held in the CCHE Conference Room
(Room 905 in the Security Life Building, 1290 Broadway) beginning at 9 am. We would like you to
explain the background (i.e., HB 91-1154, Governor's Executive Order, and current status of plans)
before Robert and I describe our initial planning for a CCHE response. We will be seeking input on our
plan from this group. We will also be looking for support in getting the information out to the proper
staff on each campus.

For purposes of the above meeting, I would like to suggest that we make available to the attendees the
following information:

Copy of HB 91-1154
Governor's Executive Order
Organization/Functions of CWCB's Office of Water Conservation
Plumbing specifications for government buildings
Copies of UCB and CSU's water conservation plans
Information about the various water conservation grant programs
Information about up coming water conservation technical programs or training
opportunities

If you know of additional information we should begin making available to higher education staff, please
let us know.

Hopefully, this letter has outlined a 'plan" that represents a good faith effort on the part of higher
education to comply with HB 91-1154. Please let us know if this does not sound like a workable plan
or if you need additional information. We are hoping to flesh out more details as we get more
information about water conservation in higher education.

~:i,~

Dick Ross Z {)/" ~
Senior State Planning Officer and
Director, Office of State Planning and Capital Assets

cc: Robert Ward
David A.
