This letter and
attachments are an update on the implementation of HB 91-1154 as well as some highlights
of Office of Water Conservation activities.

STATE AGENCIES
. State buildings and facilities are required to have water audits conducted if the
service is available through the local water provider. The first water audit of state
buildings occurred in January for three Capitol Complex buildings. Denver Water
performed the audit as a new pilot program and is currently the only water provider
with such a service available for state facilities. The audit included checking for water
leaks and areas of waste. Recommendations for improvement will be part of a final'
report.

.

On March 3, Governor Romer issued an Executive Order to all state agencies which
outlined water conservation requirements and established a State Facilities Water
Conservation Coordinating Council. The first Coordinating Council meeting will be
held sometime in April. A copy of the Order is enclosed.

.

All state agencies have been notified of the plumbing fixture requirement for new
construction and renovation effective January 1, 1992.

WATER PROVIDERS
. A clearinghouse of water conservation information and literature has been
established as required. The clearinghouse provides the first central location for
Coloradans to receive information on a variety of water conservation subjects. The
clearinghouse has over 200 entries and will be continually expanded.
