Colorado 8020).17QZ <br />Phone (30J) 8&&-2471 <br /> <br /> <br />Roy Romer <br />, Governor <br /> <br />E X E CUT I V E <br /> <br />o R D E R <br /> <br />WATER USE EFFICIENCY IN STATE GOVERNMENT <br /> <br />WHEREAS, the Colorado General Assembly has enacted the <br />Water Conservation Act of 1991, H.B. 91-1154; <br />and <br /> <br />WHEREAS, the act requires the development of water <br />conservation plans for construction or <br />renovation of state facilities and lands and <br />requires the use of water-efficient plumbing <br />fixtures; and <br /> <br />WHEREAS, Colorado agencies have an opportunity to <br />demonstrate leadership in water-use efficiency <br />by reducing the cost of water service and <br />maximizing water use efficiency; and <br /> <br />WHEREAS, an Office of Water Conservation has been <br />established within the Colorado Water <br />Conservation Board to provide information on <br />water-use efficiency measures to assist in <br />preparation of state agency water conservation <br />plans and to coordinate statewide activities; <br /> <br />NOW, THEREFORE, I, Roy Romer, Governor of the State of <br />Colorado, under the authority vested in me by the <br />Consti tution and the laws of the State of Colorado DO <br />HEREBY ORDER THAT: <br /> <br />1. State departments wi th responsibili ty for, <br />management of, or involvement with state lands <br />or buildings shall develop water-use efficiency <br />plans. Such water-use efficiency plans shall <br />include water-efficient landscape design and <br />irrigation techniques, water audits for state <br />buildings, and installation of water-efficient <br />plumbing fixtures in new construction and <br />renovation as addressed in section 37-96-103, <br />15 C.R.S. (1990 and 1991 Supp.). Specifically, <br />H.B. 91-1154 requires: <br />
