a. New plumbing specifications for state
building construction or renovation by
January 1, 1992;

Water audits for state
January 1, 1992, if local
provides audit service; and

buildings by
water supplier

c. Water-efficiency plans for state agencies
for construction or renovation of
facilities beginning January 1, 1993.

2. A State Facilities Water Conservation
Coordinating Council shall be established and
will be coordinated through the state Office of
Water Conservation. Each executive director
shall designate an individual within his/her
department to serve on this Coordinating
Council and shall notify the Executive Director
of the Department of Natural Resources of such
designee by March 20, 1992. Coordinating
Council members shall determine if requirements
of H.B. 91-1154 are applicable to his/her
department; provide conununications to his/her
agency regarding water-efficiency efforts;
develop water-use efficiency plans and provide
general conununications with the Office of Water
Conservation in the Department of Natural
Resources. The Coordinating Council shall meet
at least quarterly with the first such meeting
held in April 1992.

3. The Colorado Water Conservation Board shall
provide a written report to the Governor and
the Executive Director of the Department of
Natural Resources on the status of
implementation of this order by December 31,
1992.
