Walker
Director

TO:

SUBJECf:

Water Efficiency in State Services Building

DATE:

March 19, 1992

As follow-up to our meeting on March 11, I wanted to let you know that I am pleased that
. the renovation of the State Services Building will adhere to the water efficiency
requirements set forth in HB 91-1154. As you know, the statewide flow requirement for
lavatories is 2.5 GPM @ 80 psi in new construction. Capitol Complex is to be co=ended
for going beyond the state standards and requiring a flow rate of 0.5 GPM for all lavatories
in the renovation of the State Services Building.

In our meeting, a copy of the project specifications was distributed. I draw your attention
to the section on shower valves heads. A maximum accepted flow rate is not noted. It may
appear on the following page which I did not receive. The state standard is currently 3.0
GPM @ 80 psi.

Plans for the landscape surrounding the building were also discussed. The selections for
ground covers and perennials appear to be generally low water demanding. I would
encourage you, however, to consider installing a lower water-using grass species in leu of
kentucky bluegrass. The location of the State Services Building provides a wonderful
opportunity to show that a lower water-using grass species is green contrary to some
thoughts. I provided Rick Conard with two names of horticulture experts for further
information.

As a final co=ent, the plumbing fixture specifications identified for the renovation of the
States Services Building set Capitol Complex well on its way toward the development of the
water conservation plan due by January I, 1993. Your staff is knowledgeable and
experienced with water efficient landscape techniques. I have no doubt that the landscape
portion of the water conservation plan will be easy to develop for the final plan.

cc: Sara Duncan, Acting Director, CWCB

mattox
