SUBJECT: Colorado Water Conservation Act Implementation

As a follow up to our April 2, 1993, agenda item regarding DORE Implementation of the
Colorado Water Conservation Act (HB 91-1154), we want to thank you for your candid discussion
of the water conservation requirements expected by this Act.

Prior Water Conservation Activities

As was noted at the meeting, higher education has already undertaken a considerable number of
water conservation activities in the context of energy conservation and utilities cost reduction.
Certainly, higher education will want the Office of Water Conservation to recognize those prior
accomplishments. We agreed that we would try to document our past annual water use by looking
into past accounting records to determine if such existing data can easily be retrieved. We also
agreed that such water use data should be related to the per capita growth of higher education
during the period of historical record.

As DORE Water Conservation Plan Coordinator, Robert Ward, would appreciate receiving
information about the data that you can retrieve documenting past water use. If we are not able
to easily retrieve relevant data, we will need to develop an alternative strategy for documenting
our past water conservation efforts. We need to factually document a base line of "where we are
now" as a reference point for future actions, and in the context of recent progress on "how we
got ,to where we are today".
