Many of the components of this plan were discussed with you at our <br />March 10, 1993, meeting in my office, <br /> <br />CCHE has, over the years, developed a modus operandi regarding initiatives such as the call for water <br />conservation in HB 91,-1154. In addition, there are a number of meetings being organized and planned <br />in Colorado dealing with water conservation. The institutions already have an annual strategic planning <br />and budgeting process. Furthermore, with Amendment 1 in place, cost containment is a very big <br />concern to higher education within its strategic planning and budgeting process. <br /> <br />With this background, Robert and I would like to suggest that CCHE formulate higher education's <br />response to HB 91.1154 through a careful weaving of existing water conservation activities (i.e., <br />planned meetings and training efforts) into existing higher education operations planning and budgeting <br />activities. In particular, this would permit cost containment to provide an excellent boost too water <br />conservation activities in higher education. <br /> <br />As we understand, you have already received water conservation plans from Colorado State University <br />and the University of Colorado at Boulder. With this experience, we will meet with CCHE's Advisory <br />Committee on Capital Construction Policies and Priorities on April 2, 1993, to explain to the higner <br />education administrators the requirements of HB 91-1154 and the cost containment advantages of water <br />conservation. We will also be searching for additional insight into water conservation efforts already <br />underway on Colorado's higher education campuses. <br /> <br />We also want to get. additional information from you about up coming water conservation meetings in <br />hopes of planning a meeting of higher education facili~ies personnel responsible for water conservation <br />on each campus in conjunction with such a meeting.
