Longanecker
Executive Director

TO:

Governing Board Chief

cers

FROM:

DATE:

February 19, 1 3

SUBJECT:

Water Use Efficiency in State Government

The Colorado Water Conservation Act (HB 91-1154) contained three requirements affecting all state
departments:
o any renovation and construction of state buildings is subject to new plumbing specifications,
effective January 1, 1992;
o each state agency must undertake an audit of its water use, effective January I, 1992, if the local
water supplier provides audit service; and
o each state agency must adopt a water efficiency plan by January I, 1993.

The Governor directed the Colorado Deparonent of Natural Resources - Office of Water Conservation to
ensure state government actively carries out the goals of this act. A State Facilities Water Conservation
Coordinating Council was formed last year to communicate with agencies and help them develop water
conservation plans. That Council was to have included a Department of Higher Education representative.

Last year, I had arranged with Robert Ward. Director of the Colorado Water Resources Research Institute,
to act as the DOHE representative on the State Council. In my preoccupation with higher education affairs,
I neglected to follow through on that appointment.

At this late date, Robert Ward is yet willing to assume this interdeparonental assignment in implementing
the attached Executive Order. Bob's role will be to provide communications between the higher education
governing boards and Deparonent of Higher Education agencies and the state council regarding water-use
efficiency planning.

Enclosures
CC: Robert Ward, Colorado Water Resources Research Institute
Chris Bridge, DNR Office of Water Conservation

1300 BROADWAY, SECOND FLOOR, DENVER, COLORADO 80203.
