Section 1 <br />Introduction <br />Purpose <br />The City of Brighton has a long history of providing safe, reliable, potable water to <br />its residents, and commercial, industrial and institutional water users. The City has <br />long operated advanced water treatment systems to maintain the integrity of its <br />potable water system, balancing the use of alluvial groundwater with ditch water to <br />meet local demands without causing downstream injury. <br />Water resource needs continue to grow in the City, as well as in nearly all of its <br />neighboring jurisdictions, such that f uture water supplies have become increasingly <br />scarce and expensive. At the same time, technology and experience have helped to <br />improve water conservation such that wise water use and water use efficiency can <br />be planned and performed more reliably and predictably than at any time in the <br />past. Finally, the City and its customers recognize the importance of wise water use <br />and water use efficiency as an essential component of the community's culture - <br />helping to maintain the local quality of life in a responsible, sustainable manner. <br />This Water Conservation Plan (hereafter "Plan" ), therefore, defines future water <br />conservation measures and programs that will help manage the future water supply <br />needs of the growing residential, commercial, industrial and institutional water <br />users served by the City. Noteworthy is that this Plan has been prepared in <br />adherence to the prevailing state statutory requirements and allows for the <br />responsible implementation of more meaningful water conservation in the coming <br />years (3 to 5 years and beyond). <br />Acknowledgements <br />This Plan has been prepared through the cooperative efforts of the City Planning <br />Department, Parks and Recreation Department, Public Works Department, and the <br />City Manager's Off ice.
