irrigation from November 1St to April 1St, prohibited all residential construction <br />usage, and prohibited the installation of sod and seeding during the months of June, <br />July and August. The City also requested that restaurants provide water only to <br />patrons requesting water beginning in the summer of 2002. Since 2002, the City has <br />maintained the mandatory every third day watering restrictions, along with the <br />prohibition of daytime watering from 10 am to 6 pm. In 2002, the City also revised <br />its water billing rate structure to include inclining block rates f or increasing levels of <br />water usage f or both residential and commercial water users. <br />In 2007, the City began aloes-flow toilet and high-ef ficiency washing machine rebate <br />program. The rebate is limited to two toilets and one washing machine per <br />household. The customer must prove that they replaced a 3.5 gallon per f lush toilet <br />with the 1.6 gallon per flush toilet to be eligible for the rebate program. Through <br />September 1, 2007, 37 rebates have been given by the City. <br />The effectiveness of the various water conservation programs, summarized in Table <br />3, has been somewhat mixed. The impact of the drought can be seen starting in 2002 and <br />extending into 2003 as mandatory watering restrictions were put into place. <br />Mandatory watering restrictions have continued since 2002 through 2006. <br />City of Brighton Water Conservation Plan 7 <br />
