The informational brochures will be distributed to all <br />households. <br /> <br />SCHEDULE The public education program will begin Spring 1992 and run through <br />Spring 1994. <br /> <br />III. INNOVATIVE FEATURES <br /> <br />Gilcrest water conservation program is innovative in several ways. The Town is <br />embarking on water conservation simultaneously with an expensive capital <br />improvement program. The cost incentive is expected to cause residents to be <br />highly motivated to conserve water. Saving money, not just conserving water <br />for the environment, will be the prime motivator. Since about 54% of our <br />residents are classified by HUD as having low/moderate incomes, the economic <br />incentive will be strong. <br /> <br />In addition, the Town Board has a strong political motive to implement the <br />program in order to reduce water costs to residents. The Town Board will bear <br />the brunt of complaints and criticism as water prices rise. Unsuccessful or <br />high cost infrastructure projects often lead to recalls of public officials, <br />something they wish to avoid. <br /> <br />The public education program is innovative in that it will attract people to <br />learn about water conservation by offering free water conserving plumbing <br />devices. The vendor exhibition of water conservation services/products at <br />public forums and festivals is also an innovative feature which brings <br />practical information and hands-on products to the residents. It has also been <br />found that educating elementary children on environmental issues is an <br />effective approach to encourage changes in household habits. <br /> <br />IV. PROGRAM RESEARCH <br /> <br />To prepare this water conservation program, the Town's Special Projects Manager <br />contacted a variety of sources for information and reviewed the materials <br />received. The Town Engineer provided historical and projected water use data <br />and other technical assistance. Water conservation materials were collected <br />from the Colorado Municipal League, the Rural Water Association, the Colorado <br />Department of Local Affairs, and the City of Fort Collins. In addition, <br />American Water Works Association publications were also consulted. <br /> <br />V. DISTRIBUTION OF PROGRAM RESULTS <br /> <br />Gilcrest will encourage greater conservation efforts by publicizing program <br />information to town residents and to other communities.
