<br />6 <br /> <br />SCHEDULE The water conserving devices will be installed in January or February <br />of 1993. <br /> <br />PROJECT 4: PUBLIC EDUCATION PROGRAM <br /> <br />BACKGROUND Gilcrest's residents have been on inexpensive well water for many <br />years and have had such low rates that water conservation has not been an <br />issue. Average water use has been estimated at 300 gallons/capita day. With <br />the advent of new, more expensive water, the Town Board anticipates a rough <br />transition period as residents adjust to new rates. Gilcrest's residents know <br />that high water costs are coming and will be open to water conservation <br />education and promotional efforts. <br /> <br />As an example, during summer 1991, the Town initiated the first odd/even day <br />watering restrictions. As a result, water use was reduced about 25% for the <br />hottest summer months. To do this, we mailed a notice to every household and <br />initiated a $10 fine for watering on the wrong day after a first time warning. <br />We anticipate similar participation and positive results from the proposed <br />water conservation program. <br /> <br />PROJECT IMPLEMENTATION The Town proposes to distribute water conservation <br />literature, a Quarterly water newsletter, and to hold public water forums to <br />promote water conservation and to distribute water saving devices described <br />above. Water conservation brochures will be distributed to adults at the <br />public forums and Gilcrest Daze and to 120 children in grades 3rd through 5th <br />at the local elementary. (One adult brochure that could be used is "Water <br />Efficiency for Your Home" by the Rocky Mountain Institute, and retailing for <br />$1.00. A different handout will be distributed to children.) Handout <br />information will describe best watering practices, xeriscape plantings, leak <br />detection, water conserving plumbing, etc. <br /> <br />The newsletter would publicize the overall water project and announce the <br />actual changes in water use resulting from the water conservation program. We <br />propose to send out the newsletter to all households over a two year period <br />starting the spring of 1992, before we begin upgrading meters, and running <br />through the spring of 1994 after the new water comes on line. <br /> <br />The public forums would be held at the Town Hall and at the annual Gilcrest <br />Daze summer festival. The forums will have vendors of various water conserving <br />products such as low flow toilets, sprinkler systems, and xeriscape <br />plants/seeds, etc. who will demonstrate their products or services to <br />residents. <br /> <br />The public education program costs will include typesetting, printing, and <br />postage for the newsletter and the cost to purchase an existing water <br />conservation brochure. It is anticipated that the handouts for children will <br />be xeroxed at the Town Hall and that the vendors will attend at no cost. Total <br />costs for the literature and newsletter are estimated at $3,600. <br /> <br />MONITORING RESULTS We will monitor results of the public education program by <br />
