5

water district concerning water shrinkage. A log will be kept to record the
number of rainy days to help estimate water conserved. from the rain sensor on
the irrigation timer.

SCHEDULE
of 1992
project.
starting

The park well rehabilitation project will be implemented in the fall
as part of the overall water system infrastructure construction
Irrigation data will be available for estimating conservation
in 1993.

PROJECT 3: INDOOR PLUMBING WATER CONSERVATION

BACKGROUND As noted above, the Town is currently embarking on a major capital
improvement project which has been widely publicized to the community. Local
residents are fearful of the high costs that will result when the Town converts
to surface water. Consequently, the public will be highly motivated to
conserve water when the new water comes on line.

PROJECT IMPLEMENTATION To help residents reduce water use, the Town proposes
to provide toilet, shower, and sink water conservation devices for every
resident. These devices will be purchased in kits from suppliers and will be
distributed to every household. Distribution will be made by Town employees at
Water Conservation Public Forums (described below). The Town will instruct
residents on how to install them. Those residents needing assistance for
installation will be given the opportunity to sign up for help from a temporary
town employee.

While the Town will go out to bid for the devices, one kit that is available
costs $25 and contains the following devices:

- one low flow shower head (2.5 gpm),
- 2 bathroom faucet aerators (1.5 gpm),
- 1 kitchen faucet aerator (2.5 gpm),
- 2 toilet darns (2-3 gals/flush less), and
- two non-toxic tablets for toilet leak detection.

The total estimated cost of the devices is $8,750.

PARTICIPANTS It is hoped that 100% of all residents will participate in this
project because they will receive the devices at no charge. The kits will be
offered free but the residents will need to come to various public forums and
events in order to receive them (see Project 4 for details).

MONITORING RESULTS Gilcrest will use winter months water usage data per
household to determine the results of the plumbing devices. The devices can be
distributed in January or February 1993 and monthly winter water use compared
for the months before and after their installation (e.g. November and Oecember
versus February and March).
