<br />III. PROGRAM STANDARD OPERATING PROCEDURE <br /> <br />The Colorado Army National Guard will fully establish and implement <br />an effective water conservation program in compliance with HB 91-1154 <br />(Water Conservation Act of 1991) and instigate water conservation measures <br />at all levels within the Colorado Army National Guard. Protecting the <br />environment, long term cost savings, and improved water quality are some of <br />the benefits the Colorado Army National Guard and the Department of <br />Military Affairs is implementing to minimize water usage. The following <br />objectives define the goals of this program: <br /> <br />1) Heighten awareness of the critical need to conserve water, both <br />as a soldier and a citizen of the State of Colorado. Articles in the <br />Department's Weekly Bulletin, flyers and posters sent to units, and <br />facilities compliance and assistance visits are planned. <br /> <br />2) Establish Operational Procedures to: <br /> <br />a. Detect and report system water leaks <br /> <br />b. Identify and upgrade by replacing existing fixtures and <br />equipment with modern energy and water efficient fixtures <br />and equipment <br /> <br />c. Repair and regulate irrigation systems for maximum <br />efficiency <br /> <br />d. Utilize new landscaping technology (xeriscape) <br /> <br />e. Repair and replace water system components to meet or <br />exceed specifications outlined in HB 1154 <br /> <br />3) Create a position (Additional Duty) within the Department of <br />Military Affairs Facilities Management Office with primary <br />responsibility for: <br /> <br />a. Planning and coordinating conservation surveys and <br /> work orders <br />b. Planning and coordinating compliance/assistance visits <br />c. Planning and coordinating educat i ona 1 efforts <br />d. Coordinating with state and federal agencies <br />e. Maintaining consumption statistics and monitoring program <br /> progress <br />
