5 SEC. 5. DEFINITIONS.

6 As used in this Act, the term-
7 (1) "Director" means the Director of the Na!ional

15 Modification Management Program, as established in
16 section 6;

17 (4) "Secretary" means the Secretary of Com-

18 merce;

19 (5) "State" means any State of the United
20 States, the Distnct of Columbia, or any Common-
21 wealth, tern tory, or possession of the United States;

22 (~) "weather modification" means any intentional

23 or unintentional artificially produced change in the
