<br />23 <br />1 (8) the United States should cooperate with other <br />2 nations to Increase the world's understanding of <br />3 weather modification. <br /> <br />4 SEe..J. PURPOSE. <br /> <br />5 The purpose of this Act is- <br />6 (1) to declare a national weather modification <br /> <br />. <br /> <br />7 policy; and <br /> <br />8 <br />9 <br /> <br />(2) to establish a national program of research <br />and development in weather modification that in- <br /> <br />10cludes'- <br /> <br />11 (A) research and experiments to understand <br /> <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br /> <br />the science of and to develop methods for weather <br /> <br />modification; <br /> <br />(B) adequate and stable funding of a sus- <br /> <br /> <br />tained research and development effort in weather <br /> <br /> <br />modification for a 20-year period; <br /> <br />(C) coordination of the Federal aepartments <br /> <br />and agencies conducting research and development <br /> <br /> <br />projects in weather modification; <br /> <br /> <br />(D) development of sound management prac- <br /> <br />.
