,

PROJECT EVALUATION

As the total project time will be 1-2 years, Silt feels a post-project questionnare
or survey may not be useful. Once the project has been going for one year it is
anticipated another post-card will be needed to keep in contact with the households.
As the waterbills are sent on a post-card and there is space for messages, Silt will
definitely ask users to send a comment on the return bill or with it so the town
may know their opinions and/or concerns.
It is felt that the town newspaper will serve as the best communicative tool
for this project. Results of the project'can be made available every three months
and problems or positive reactions can be addressed in an evolutionary manner.

The design of water savings documents has already started and will be ready
before August. They are being developed in conjunction with the data research, and will
make statistical analysis in the post-project evaluation accurate and easy.

TIMELINE

The following is a preliminary timeline for the implementation of the project:

May 15th to June 30th~ completion of previous two years consumption/production
data collection. If grant funds are available at this time then all ordering
of literature and equipment will take place.

June 30th to July 15th- design of pre-paid postcard survey and if possible kit
construction. Next quarterly newsletter will go out with information on project and
local media will be contacted concerning August activities.

July 15th to August 1st~write consumer cover letter and initiate final media coverage
for project implementation.

August 1st to August 30th-oversee and supervise the distribution and installation
of water saving devices within individual households. Insure survey is returned.
~
g
~

September 1st 1992 to September lst 1993-monitor water consumption and production for
entire'year. Remind consumers to initiate other water conserving methods, particularly
for the following summer. Include quarterly statistics on water savings in each newsletter.

I
-e
~

September 1st 1993 to September 1st 1994-continue to track production/consumption. Use
waterbill to check up on equipment use and satisfaction. During summer of 1994 begin
project evaluation.

September 1st to September 31 1994-complete and submit final report.
~
\ Once water production/consumption tracking begins, individual households will
\ be informed of their savings on their bills. This will allow'families and individuals
, to watch their own consumption levels and wi11 keep conservation 'on their minds'; The
I cover letter in the kit will stress the importance of self-evaluation from the start.
~dition overall conservation in the town will be featured in the newsletter.

The nature of this project puts all purchasing of equipment and the other related
costs within a relatively close timeframe. This was done to facilitate a minimum
of time on the part 'of the town as well as the Water Conservation Office towards
financial tracking. The idea was to reduce the complexity of the financial side
so the implementation could be focused on.

<
