<br />Project Planning cont. <br /> <br />The project involves the cooperation of the entire town. The nature of the <br />design facilitates ease of commitment and communication as the packets will be <br />available at a central location{town hall) and questions and comments will be handled <br />from the same location. The local government has already committed to serve as a <br />technical assistance team in the event there is that need. Volunteers are being <br />contacted in case the demand for assistance is high. The equipment has already <br />been tested in one home and has been found to be easy to install and pleasant to use. <br />It is felt that an advisory committee is not needed for this project. <br /> <br />Research into available conservation equipment was completed before the grant <br />application was sent. The original idea was to actually convert the town to new <br />toilets in conjunction with other devices. This proved to be cost inefficient and <br />would significantly complicate conversion of the town. The advent of new and affordable <br />devices came at the right time, and were incorporated into the project. <br /> <br />PROJECT IMPLEMENTATION' <br /> <br />Silt has identified August of 1992 as the month for distribution and installation <br />of the literature and equipment. Between May and August all ordered material will <br />be obtained and put into 500 packets for immediate distribution. The manufacturers <br />have already been contacted and the prices will hold as they are in the grant. <br />The town is currently producing a newsletter to communicate information to <br />the town at large. This project has featured prominantly and initial reaction has <br />been very positive. Once the packets are ready the town will be infomed via this <br />newletter and by direct advertising at local gathering points well in advance. <br />Each household will be asked to come into city hall and pick up their kit <br />before the start of the September quarter. Installation of the devices should take <br />no more than one hour and the prepaid postcard should be sent in to confirm that <br />conversion has taken place. Assistance will be available all during this month. <br />If households have not come in for the kit or have not sent in their postcard <br />they will be contacted to see if they need assistance or have simply forgotten. <br />A master list of all households who are billed for water is already available and will <br />make for easy tracking. <br />The staff of the town government fully understand their role as distributors <br />and technical assistants to those who are unable to convert themselves. The project <br />has been covered in detail and the workplan has been formulated with staff concerns <br />taken into account. Each staff member will be required to install their own conservation <br />devices in order to fully understand what will be needed in the way of assistance. <br />The literature will be read by the staff as well so they are able to answer <br />questions and comments. <br /> <br />PUBLICITY/PROMOTION <br /> <br />Silt has already received a great deal of publicity concerning this project, <br />both in a local newspaper and within the town newsletter. The town staff has planned <br />a follow-up article later this summer in both'local papers as well as on the <br />local radio station. The County Commissioners are to be approached for their <br />support to county-wide awareness and recognition of the current local efforts. <br /> <br />The entire staff will be able to handle media requests, however there is one <br />person in particular who is most familiar with the project and will be the official <br />spokesperson., He will be responsible for coordinating all media coverage and <br />information distribution via mailed newsbriefs, direct telephone contact, and <br />interviews if required. <br /> <br />, 2. <br />
