The District received two grants to fund the development of the Plan. A grant from CWCB for
$39,926 and a grant from the Bureau of Reclamation (Reclamation) for $39,926 the same
amount. Reclamation made a request to the District to spend their funding before the end of
2012. Thus Reclamation funding was used from November 2010 through November 2012 and
the District did not make any requests for reimbursement from CWCB for the work that was
performed. Due to this fact, the District is submitting a revised budget with this report to more
accurately present the tasks that still need to be completed and how they will be funded. You
will find three separate spreadsheets contained in the workbook. I have broken out the costs
associated with what Reclamation paid and what CWCB has paid.
Major Findings
The results of the project thus far indicate that the most of the 38 Plan participants will find
great value in the RWC Plan, especially given that the Tool Box (which will be the basis of local
planning water conservation efforts) will include relevant BMPs addressing water system
management, water production and treatment, water distribution, and customer metering,
along with customer water demand reduction. Most organizations are looking to improve local
water loss management, which will involve improved metering and overall system management
to identify and manage real and apparent losses. Many organizations are also looking to
improve data collection efforts to support better water rate structures that are base on "cost of
services" models.
Steps Remaining
The District will continue to execute the project scope over the coming months. The Final Draft
RWC Plan is expected to be in public review until mid-January 2013, and then go to the Board
for final approval in February. The Final RWC Plan will be linked to a web-based tool box being
developed under funding from Reclamation scheduled for completion in late 1st quarter/early
2nd quarter 2013.
Thank you for all your support in the planning and implementation of our water conservation
program. Our community has benefited greatly from the funding and technical assistance
provided by the CWCB throughout this process.
Should you have any questions please do not hesitate to contact me.
Respectfully,
a
Jean Van Pelt
Water Conservation Manager
