• Regional Planning Tasks—The Draft of the RWC Plan has been completed and reviewed <br /> by Staff and the District Board. A Final Draft RWC Plan was prepared and made <br /> available to the public for review and comment. The Final Draft Plan included sections <br /> related to: <br /> o Plan funding, objectives and planning horizon <br /> o Profiling the water supply for the Plan participants <br /> o Plan participant's water supply infrastructure <br /> o Water loss and performance guidelines <br /> o Ongoing water conservation programs <br /> o Identifying conservation goals <br /> o Identifying of water conservation measures and programs, including the Best <br /> Management Practices (BMP)Tool Box. <br /> o Evaluation and selection of BMPs by Plan participants (i.e., how future local <br /> planning will be supported and take place) <br /> o Implementation tasks (by the District) <br /> The data has been collected and organized, and analyzed such that key trends and <br /> conclusions could be made and supported. <br /> • Project Administration — The project 75% progress report has been prepared, as have <br /> regular invoicing from the District to the CWCB. <br /> Obstacles <br /> A number of obstacles were encountered during project execution; however, none are <br /> anticipated to significantly impact final project completion. Specifically, the data collection and <br /> analyses required to complete the system wide audits delayed the project by over one year. <br /> However, the Final Draft Plan has been prepared and is more robust and relevant to local <br /> planning needs than was originally conceived due to the sizable data collection effort <br /> associated with the auditing effort. <br /> Another change to the project is that individual water conservation plans for each of the 38 <br /> Plan participants will be made optional based on the local needs of each organization, the <br /> current status of water loss management at each location, State water conservation planning <br /> requirements, and future AVC contracting requirements. To this point, the District is <br /> encouraging each Plan participant to consider developing a water conservation plan for local <br /> use by 2022, including water conservation goals for the coming decades in a manner consistent <br /> with the goals that the District has established. <br /> Budget Impacts <br />
