(2) Soil Conservation Service (SCS) (Cont.) <br /> with authorization from the Secretary of <br /> Agriculture, to retard runoff and prevent <br /> soil erosion <br /> o Provides technical assistance for: <br /> -Rehabilitation of land and conser- <br /> vation systems for which ASCS <br /> provides cost-sharing <br /> -Emergency protection against high <br /> water and rehabilitation of rural <br /> lands damaged by natural disaster <br /> o Provides assistance: <br /> In evaluating the severity of the <br /> disaster (depth of water, time <br /> overflow, area affected, etc. ) <br /> -In assessing the types of problems <br /> created and the amount and types of <br /> emergency work needed to restore the <br /> area to normal operations <br /> -In locating heavy earth-moving equipment <br /> -With transportation problems when roads <br /> and highways cannot be used <br /> o Provides information and materials (maps and <br /> reports) on watershed projects, river-basin <br /> studies, and Resource Conservation and De- <br /> velopment projects <br /> e Makes available agency equipment for emergency <br /> use <br /> o Provide resource inventory and monitoring data <br /> and reports to reflect the changes that are <br /> occurring in the resource base, such as the <br /> following: <br /> -Report on wind erosion conditions in each of <br /> the 37 counties of Colorado east of the Con- <br /> tinental Divide. Monthly report as to acres of <br /> land damaged, crops destroyed, and damaging <br /> windstorms occurring in monthly reports issued <br /> February through May of each year. <br /> D40-4 <br />
