State Emergency Board (SEB) (Cont. ) <br /> -Requests Natural Disaster Damage Assessment Report <br /> and other reports concerning drought information as <br /> it may deem necessary from CEB <br /> -Evaluates, edits, and reports through appropriate <br /> channels results of reports <br /> -The membership of the SEB shall consist of <br /> representatives of the ten USDA agencies having <br /> major crisis responsibilities in the field. Their <br /> crisis responsibilities are contained in USDA <br /> Administrative Regulations Amendment 127, dated <br /> January 8, 1979. Subject; Crisis Responsibilities. <br /> Following are excerpts from the Regulations that <br /> pertain to Drought Crisis. <br /> (1 ) Agricultural Stabilization and Conservation <br /> Service (ASCS) <br /> ® Provide guidance and information on <br /> emergency plans to agricultural and <br /> food industries and to State and local <br /> governments <br /> o Determine the needs of agriculture, the food <br /> industry, and related agri-businesses for <br /> supporting materials, manpower, supplies, <br /> and services necessary for essential opera- <br /> tions, and provide assistance to these <br /> industries in obtaining these inputs and <br /> services <br /> e Facilitate the rehabilitation of food, <br /> agricultural , and related agri-business <br /> facilities <br /> e Adjustments in Regular Programs. Some <br /> regular programs include specific procedures <br /> for natural disaster aid, such as payments to <br /> wheat, and feed grain when planting is pre- <br /> vented or yields are abnormally low. <br /> e Emergency Programs. Under certain conditions <br /> emergency programs, such as dairy and honeybee <br /> indemnification, emergency conservation measures, <br /> and livestock feed programs can be implemented. <br /> e Serves as SEB chairman <br /> (2) Soil Conservation Service (SCS) <br /> e Provide technical and financial assistance <br /> D-4-3 <br />
