Lamm <br /> RE: Preparations for potential d ought <br /> DATE: January 8, 1981 . <br /> As you know, we face the real possibility of a serious drought in <br /> 1981 and need to move fast to put together a State response. For <br /> the past couple of weeks, an informal group of Eric Sondermann, <br /> Morgan Smith, George Lamb, Pat Byrne and others have begun to assess <br /> the situation and develop plans. It is now time to involve the <br /> Cabinet departments in your respective areas of responsibility. <br /> This memo is to request that various departments begin to research - <br /> and make preparations as specified below. We need to move fast on <br /> this and I would appreciate it if you would report back to my office <br /> by next Thursday with the results of your preliminary work on the <br /> various assignments. <br /> Because there is still a chance the situation will correct iself <br /> with substantial snowfall and precipitation, our efforts for the <br /> time-being at least should be low-profile so that we do not cause <br /> unnecessary alarm. We should be in position to respond to the <br /> situation, not create it. <br /> Eric Sondermann has staff responsibility in my office for coordinating <br /> our efforts during these initial stages. Please work with him in <br /> providing us with this information. <br /> Thank you. <br /> Department of Natural Resources <br /> -- Cloud-seeding possibilities -- cloud potential , available monies, <br /> necessary permits, etc. <br /> -- Water availability inventory -- snowpack, reservoirs, stream flows, <br /> ground water, soil moisture, etc. <br />
