Lamm
RE: Preparations for potential d ought
DATE: January 8, 1981 .
As you know, we face the real possibility of a serious drought in
1981 and need to move fast to put together a State response. For
the past couple of weeks, an informal group of Eric Sondermann,
Morgan Smith, George Lamb, Pat Byrne and others have begun to assess
the situation and develop plans. It is now time to involve the
Cabinet departments in your respective areas of responsibility.
This memo is to request that various departments begin to research -
and make preparations as specified below. We need to move fast on
this and I would appreciate it if you would report back to my office
by next Thursday with the results of your preliminary work on the
various assignments.
Because there is still a chance the situation will correct iself
with substantial snowfall and precipitation, our efforts for the
time-being at least should be low-profile so that we do not cause
unnecessary alarm. We should be in position to respond to the
situation, not create it.
Eric Sondermann has staff responsibility in my office for coordinating
our efforts during these initial stages. Please work with him in
providing us with this information.
Thank you.
Department of Natural Resources
-- Cloud-seeding possibilities -- cloud potential , available monies,
necessary permits, etc.
-- Water availability inventory -- snowpack, reservoirs, stream flows,
ground water, soil moisture, etc.
