COORDINATING PROCEDURES <br /> In the event of a declared drought emergency and to alleviate or <br /> diminish the effects of drought on the agricultural industry, the <br /> Colorado Department of Agriculture, as lead agency, shall act as <br /> liaison between various state and federal agencies and the DODES. <br /> RESPONSE PROGRAMS <br /> The agencies and agricultural industry advisory groups <br /> shall perform the following responsibilities and tasks as re- <br /> quired during a drought emergency: <br /> 1 . Colorado Department of Agriculture—Lead Agency <br /> -Provides coordination and liaison with USDA agencies, <br /> State agencies, local government and Agricultural <br /> Industry groups. <br /> -Makes requests and recommendations on the use of Governor's <br /> Agricultural Emergency Fund. <br /> a. Division of Animal Industry <br /> -Emergency water hauling for livestock <br /> -Assist in emergency livestock-feeding operations <br /> -Surveillance of animal health and care <br /> b. Division of Markets <br /> -Coordinate economic outlook reporting <br /> -Operate and maintain hay-locator service <br /> -Coordinate State PUC emergency-hauling permits <br /> for agriculture <br /> c. Division of Plant Industry <br /> -Survey and evaluate insect and pest problems in <br /> cooperation with Federal , State, and local agencies <br /> and/or groups <br /> 2. USDA Agencies <br /> a. State Emergency Board (SEB) <br /> -Provides coordination of USDA crisis preparedness <br /> and, when necessary, coordination of USDA crisis <br /> response <br /> -Provides guidance and direction to USDA county <br /> emergency boards <br /> -Serves as liaison between USDA and State govern- <br /> ment officials on crisis matters <br /> D-4-2 <br />
