-In cooperation with the Colorado State Soil <br /> Conservation Board and the local Soil Conser- <br /> vation Districts in the state, data is collected <br /> and evaluated on soil moisture, crop and range- <br /> land conditions. <br /> (3) Extension (SEA/E) <br /> • Crisis information and education services <br /> covering: <br /> -The needs of farmers, other rural people, <br /> and members of the food industry in an <br /> emergency <br /> -The application of science and technology to <br /> meet emergency agricultural production goals <br /> • Gaining understanding and support of USDA crisis <br /> activities through close working relationships <br /> with community organizations and groups and <br /> information media <br /> o Assuring coordination between extension <br /> personnel at federal , state, and county <br /> levels in carrying out crisis responsi- <br /> bilities <br /> (4) Farmers Home Administration (FmNA) <br /> • Emergency credit to farmers, ranchers, and <br /> agricultural operators in support of agri- <br /> cultural production program <br /> • Technical assistance relating to guaranteed <br /> loans, and other credit arrangements in sup- <br /> port of all USDA emergency programs except <br /> agricultural production <br /> o Technical assistance, support, and guidance <br /> for comprehensive and functional community and <br /> economic development activities in rural areas <br /> in meeting emergency conditions; expertise re- <br /> garding rural conditions, trends, needs, and <br /> capabilities will be extended in the following <br /> areas: overall policy analysis, management, <br /> development, and coordination; transportation; <br /> economic development; energy; manpower; health; <br /> aging; land use and natural resources; inter- <br /> governmental coordination; and personnel training/ <br /> capacity building <br /> • <br /> D-4-5 <br />
