ANNEX D <br /> DROUGHT RESPONSE SYSTEM FOR MUNICIPAL WATER SYSTEMS #2 <br /> LEAD AGENCY: DEPARTMENT OF LOCAL AFFAIRS <br /> OTHER COOPERATING AGENCIES: <br /> Colorado Water Conservation Board (CWCB) ; Farmer's Home Admini - <br /> stration (FmHA) - Emergency Assistance, <br /> COORDINATING PROCEDURES <br /> All requests for financial assistance are routinely handled by the Di- <br /> vision of Local Government and CWCB; requests which are beyond the <br /> scope of these two programs are automatically referred. If it is neces- <br /> sary to activate the Inter Agency Coordinating Group, response problems <br /> will be referred directly to this organization. <br /> Response Programs <br /> Division of Local Government - Emergency Water and Sewer Grants - <br /> small grants to municipalities special districts and counties for <br /> emergency situations impacting public water supplies and/or wastewater <br /> treatment systems. <br /> FmHA - Emergency funds; handled by State Farmers HA officials with all <br /> decisions made in Washington, D.C. <br /> CWCB - Governor may expend funds based upon emergency assessments; <br /> these are loan funds with low interest rates. <br /> Typical Problem Areas and Potential Obstacles to Response Progress: <br /> The most significant problem is the handling of emergency situations <br /> which require financial assistance beyond the capability of State <br /> agencies, but for which no federal programs apply (i .e. - no emergency <br /> declaration, but major financial burden as a result of the drought - <br /> hauling water, repairing lines, etc.) . <br /> Generally, lower levels of funding than in previous years can be <br /> expected. <br /> D-2-1 <br />
