State Emergency Board (SEB) <br /> (1 ) The membership of the SEB shall consist of <br /> representatives of the ten USDA agencies having <br /> major crisis responsibilities in the field. <br /> Their crisis responsibilities are contained in <br /> USDA Administrative Regulations Amendment 127, <br /> dated January 8, 1979. Subject: Crisis Respon- <br /> sibilities. <br /> (a) Agricultural Stabilization and Conservation <br /> Service (ASCS) <br /> (b) Soil Conservation Service (SCS) <br /> (c) Extension (SEA/E) <br /> (d) Farmers Home Administration (FmHA) <br /> (e) Rural Electrification Administration (REA) <br /> (f) Crop and Livestock Reporting Service <br /> (g) Animal and Plant Health Inspection Service (APHIS) <br /> (i) Food Safety and Quality Service (FSQS) <br /> (j) Food and Nutrition Service (FNS) <br /> b.
