response capabilities, as well as provide documentation for any emergency <br /> declaration. <br /> Individual agency or industry programs will not be subjected to Task Force <br /> approval , but will be expected to proceed as planned. A purpose of the Task <br /> Force will be to augment such programs. - <br /> The Task Force will develop information from a variety of sources, as described <br /> in F, below. Data Collection, evaluation, and 'reporting will focus on major <br /> problems present or likely to occur. Such data and reports will be ex- <br /> changed freely among the various Assessment Task Forces, and will be pre- <br /> sented as they develop to the overall Drought Assessment System. <br /> IV. OPERATIONAL PROCEDURES <br /> A. Activation. The Task Force will be activated only during drought <br /> or anticipated drought. Meeting frequency will be determined <br /> by the Lead Agency, who shall also chair the Task Force. The <br /> Colorado Department of Agriculture shall serve as Lead Agency <br /> and shall activate the Task Force if one or more of the follow- <br /> ing situations occur: <br /> • subnormal precipitation in summer and fall months in a major <br /> agricultural area of Colorado, resulting in an abnormal amount <br /> of wheat and pasture land without adequate ground cover <br /> o subnormal precipitation and inadequate ground cover, resulting <br /> in extensive dust storms in a major agricultural area of the <br /> state <br /> o subnormal precipitation in mountain areas, resulting in a <br /> strong probability of inadequate irrigation prospects for a <br /> major agricultural area of Colorado based on the Drought <br /> Severity Indicators and sequence of actions <br /> o Request of the Governor <br /> B. Meeting Frequency. Once activated, the Task Force will meet at <br /> the call of the chairman for situation assessment, problem analysis, <br /> and assignment of duties; and for compilation and approval of <br /> reports. Additional meetings and activities will be called by the <br /> Chair as the situation necessitates. <br /> C. Task Force Members. The Task Force shall be composed of the fol- <br /> lowing agencies and agricultural industry advisory groups with <br /> these responsibilities and tasks: <br /> 1 . State Department of Agriculture--Lead Agency <br /> a. Provides coordination and liaison with USDA agencies, <br /> C-4-2 <br />
