ANNEX C <br /> MUNICIPAL WATER TASK FORCE #2 <br /> SITUATION. As drought conditions worsen for municipal water systems, <br /> there is a need to develop a process for timely assessments, response <br /> mechanisms , and follow-up procedures for such an event. <br /> PURPOSE. The Municipal Water Task Force is established to <br /> make assessments as to the impact suffered by municipalities during <br /> the drought. These assessments will be based upon the most recent <br /> data available from each system manager or engineer, both in terms <br /> of prevention and resolution. The task force will be responsible <br /> for advising the Review and Reporting Task Force as to necessary re- <br /> sponses which may not be forthcoming from the individual assistance <br /> agencies. <br /> ORGANIZATION. The Municipal Water Task Force is comprised of <br /> representatives of the following agencies, and may be expanded as needed <br /> throughout the season: <br /> Division of Local Government (Agency providing Co-Chair) <br /> Colorado Water Conservation Board (Agency providing Co-Chair) <br /> USDA - Farmers Home Administration <br /> Military Affairs - DODES <br /> State Health - Drinking Water Section, WQCD. <br /> Municipal League/Special District Association/Colorado Counties, Inc. <br /> Other agencies for back up: <br /> Fire Chief's Association <br /> Economic Development Administration <br /> Army Corps of Engineers <br /> EXECUTION <br /> Concept/Approach: <br /> The task force will meet to agree upon assessment methodology, and will <br /> operate from the basis that the group is to form assessment decisions <br /> which will be made available to the appropriate funding agencies (who <br /> are represented on that task group) and to the Review and Reporting <br /> Task Force for further action where appropriate. All municipalities <br /> and other governments suffering from a water emergency will be dealt <br /> with directly by either of the Co-Chair, each of whom administers an <br /> assistance program. The Division of Local Government will receive and <br /> review water availability data and information in a timely fashion in <br /> order to prepare appropriate response should an emergency develop. <br /> TASKS <br /> Develop a methodology for assessment of need, working with the current <br /> list of problem areas (see attachment) . <br /> Make assessments and direct the data to appropriate response agencies. <br /> C-2-1 <br />
