MUNICIPAL WATER TASK FORCE #2
SITUATION. As drought conditions worsen for municipal water systems,
there is a need to develop a process for timely assessments, response
mechanisms , and follow-up procedures for such an event.
PURPOSE. The Municipal Water Task Force is established to
make assessments as to the impact suffered by municipalities during
the drought. These assessments will be based upon the most recent
data available from each system manager or engineer, both in terms
of prevention and resolution. The task force will be responsible
for advising the Review and Reporting Task Force as to necessary re-
sponses which may not be forthcoming from the individual assistance
agencies.
ORGANIZATION. The Municipal Water Task Force is comprised of
representatives of the following agencies, and may be expanded as needed
throughout the season:
Division of Local Government (Agency providing Co-Chair)
Colorado Water Conservation Board (Agency providing Co-Chair)
USDA - Farmers Home Administration
Military Affairs - DODES
State Health - Drinking Water Section, WQCD.
Municipal League/Special District Association/Colorado Counties, Inc.
Other agencies for back up:
Fire Chief's Association
Economic Development Administration
Army Corps of Engineers
EXECUTION
Concept/Approach:
The task force will meet to agree upon assessment methodology, and will
operate from the basis that the group is to form assessment decisions
which will be made available to the appropriate funding agencies (who
are represented on that task group) and to the Review and Reporting
Task Force for further action where appropriate. All municipalities
and other governments suffering from a water emergency will be dealt
with directly by either of the Co-Chair, each of whom administers an
assistance program. The Division of Local Government will receive and
review water availability data and information in a timely fashion in
order to prepare appropriate response should an emergency develop.
TASKS
Develop a methodology for assessment of need, working with the current
list of problem areas (see attachment) .
Make assessments and direct the data to appropriate response agencies.
