- Developp coordinate, and recommend solutions to impact <br /> problems involving: <br /> o Executive Branch actions, to include interdepart- <br /> mental or outside support (possible Federal Declaration) . <br /> This could also include recommending the appointment of <br /> a departmental staff position(s) or field representative(s) . <br /> o State legislative actions, to include requests for funding. <br /> o Program implementation, monitoring, and approval . <br /> - Ensure inter-agency coordination (e.g. media releases) . <br /> - Determine when drought intensity has receded to the point that <br /> there is no longer a need for the IACG to function. <br /> IV. EXISTING DROUGHT RELIEF PROGRAMS <br /> There are State and Federal Programs that can provide relief from <br /> drought impacts. State Programs for relief are few in number and <br /> limited in scope, while Federal Programs are numerous and broad. All <br /> of these programs are dependent on annual funding appropriations which <br /> vary significantly from year to year. Therefore the usefulness of these <br /> programs at a particular point in time may be limited. However, as <br /> drought conditions intensify: (` <br /> - appropriations may be upgraded; or <br /> - initiatives may be established for new legislation. <br /> Also, when drought occurs over a multi-state region the possibilities <br /> for new legislation are significantly enhanced. <br /> Normally the President does not approve major emergency declarations <br /> with follow-on relief programs for drought. On the other hand , when <br /> extremely serious events occur which are associated with drought, and <br /> which clearly over-extend the State's capacity for social relief, then <br /> such a declaration may be possible. <br /> For more detailed information on existing State and Federal relief <br /> programs see Annex B. <br /> V. COORDINATING INSTRUCTIONS <br /> All Drought Assessment and Response Agencies: <br /> - The general sequence of actions to be carried out under this <br /> Plan will be in accordance with Appendix 3 to this Plan. <br /> - Expenses to support activities are subject to normal fiscal <br /> constraints of respective agencies. Requests for special <br /> funding will be forwarded through the appropriate Coordina- <br /> ting Agency, Review and Reporting TF, or IACG, to the Governor. <br />
