<br />EXECUTIVE SUMMARY <br /> <br />The Town of Firestone relies on the Colorado Sig Thompson (CST) project for all <br />of its raw water. CST water is in high demand due to a rapid shift from <br />agricultural to municipal and industrial ownership. This competition has made <br />CST water more expensive with time. Like other municipalities along the <br />Colorado Front Range, Firestone is faced with the challenges of meeting water <br />demands that accompany the large growth it is experiencing. This growth, <br />coupled with the fact that water is becoming less available and more expensive, <br />places a premium on water conservation. <br /> <br />The Town recognizes the need to conserve water in order to maximize the <br />effectiveness of its currently owned water resources and infrastructure and to <br />delay the need for investments in water purchases and infrastructure expansions. <br />The purpose of this Water Conservation Plan (WCP) is to assist the Town with <br />maximizing its current water supplies via water conservation. It outlines water <br />savings goals and develops a detailed strategy to achieve those goals over a <br />ten-year planning horizon. This WCP has been completed in conjunction with <br />the Town's Water Resources Master Plan and Water Infrastructure Master Plan. <br />This coordination ensures the programs and measures recommended within the <br />WCP are compatible with the overall direction of the Town's water resources and <br />i nfrastru ctu re. <br /> <br />In order to receive financing through the Colorado Water Conservation Soard <br />(CWCS) or the Colorado Water Resources Power and Development Authority, a <br />State-approved WCP must be completed. This WCP was developed in <br />accordance with the CWCS Guidance Document. <br /> <br />Current Conservation Measures and Programs <br /> <br />Currently, the Town has acquired more CST water than it uses under normal <br />operating conditions. As a result, the Town is well positioned with capacities in <br />reserve for future growth. To date, the Town has only requested voluntary water <br />conservation, which is no outside watering between 10 am and 6 pm. The <br />exception to this was in May 2003 when the Town established mandatory <br />restrictions. <br /> <br />Water Conservation Goals <br /> <br />The Town's current water demand is approximately 1,800 ac-ft. The largest uses <br />within the Town are Residential, Commercial, Parks, and Open Space.
