Inc. (CWS) is working with the Town of Firestone to complete a Water
Conservation Plan (WCP) in accordance with Slate regulations following the Guidance Document
produced by the Colorado Water Conservation Board (eweS)_ The Guid<lnce Document outlines
nine sleps in the water conservation planning process. To dale. the Town has completed Steps 1
through Steps 5.

Initially, the Town evaluated the phYSical components of its water system and ItS sources of water
supply Currently, the Town's onlysource of water is Colorado-Big Thompson (CST) water. The
Town contracts with Central Weld County Water District (CWCWD) to treat its CBT water for
municipal use. The Town identified the limitations of only haVing CST as its water source and
CWCWD as the sole water provider, Due to these limitations the Town is. Simultaneously wllh this
WCP, developing a Raw Water Master Plan to address these issues and diversify Its water portfolio

The Town's water rates, revenue from water sales, and billings and collections process were
described These prOVide an overall picture of the Town's current situation in addition to helping to
establish the basetine for determining potential lost revenue due to water conservation in further
planning steps

The Town of Firestone has six customer categories in which It tracks lIs water usage Residenlial,"'-
Commercial. Industrial, Mulll.Family. Parks (a k,a. Govemment), and Open Space. Water demand
projections were completed for each customer category through 2050 Firestone's current water use
is approximately 1.700 ac-ft The Ihree largest water uses are Residential (1 ,335 ac.ft per year).
Parks (80 ac-ft per year) and Open Space (100 ac-ft per year). The distinction between the Parl<s
and the Open Space categories IS Ihat the Town manages Parks, but does not manage Open Space,
Rather, homeowner associations oversee the Open Space irrigated areas

Once the three largest water use categories were identified, a meeting was held With Town staff and
its water commissioner Council member to discuss water conservation goals and potential measures
and programs, Goals were set for each of the three largest customer categories. We felt the largest
benefit could be gained by conserving water in these areas,

After establishing the water savings goals, we identified a universal list of water conservation
measures and programs for possible implementation to achieve those goals for the Town, The list

'.I118~c..",...,lr."

Br",,""',Itl,CO~~

ill lIll9l\l.or58

Ifl)QH'''JWlI

~"''''_''''',,",<>i<'_'''r''
