This is the first water
conservation plan completed by the Town, and we are excited to do our part in saving
water.

On behalf of the Town, Clear Water Solutions, Inc. is submitting the attached application
for a water-efficiency grant. The grant will be used to cover a portion of the proposed
2008 Water Rate Study. As you can see in the application, the Town's current rate
structure does not encourage water conservation. The Town has never formally
completed a water rate study, so we believe this project will help us to achieve the
conservation goals outlined in our Water Conservation Plan.

The attached grant application has been revised per our meeting on April 29, 2008 and
comments from Western Resource Advocates' review of our proposal. We have
included several public meetings and a 30-day public comment period where we will
post the draft rate study on the Town's website and have a hardcopy at Town Hall for
public review. We have also increased our time for the cost allocation portion of the
study and to provide several rate structure alternatives for the Board.

The total revised project cost is $55,056. The Town will meet its portion with both in-
kind and monetary participation. The Town will contribute $25,445 total, which consists
of $12,000 cash and $13,445 in-kind. This is 46.20/0 of the project. We request a
CWCB water-efficiency grant of $29,611. This is slightly more than the original grant
due to the increased costs from the additional requests. However, the Town is
contributing approximately 500/0 more than it originally anticipated.

8010 S.
