Accordingly, major limitations of the water supply <br />components have been provided. <br /> <br />Limitations with CBr Water <br /> <br />Current CBT supplies are sufficient to meet Firestone's water demands. To date, there <br />have not been any potable supply shortages. However, it should be noted that the CBT <br />system was originally designed as a supplemental supply to native water rights. Each <br />year, the amount of water delivered by the CBT system (i.e. quota) was set based on <br />demand. For example, in a dry year when water demands are highest, the quota would <br />be set higher (i.e. 1000/0). Conversely, in a wet year, when native supplies are plentiful, <br />the quota would be set lower (i.e. 500/0). The years 2002 and 2003 were an exception <br />when, for the first time in the system's history, the quota was set based on the limited <br />supply in the CBT system. <br /> <br />To maintain this delicate balance, and to prevent speculative water purchases, NCWCD <br />has set limits on the amount of CBT water each entity can own in relation to its water <br />demand. Since Firestone owns sufficient CBT to meet its demand, it has exceeded its <br />CBT ownership as compared to the demand associated with its committed taps per <br />NCWCD regulations. Because of this fact, the Town is "capped" and cannot purchase <br />additional CBT supplies through the open market. Accordingly, the Town must rely on <br />additional CBT acquisition through dedication from developers annexing into the Town. <br />This NCWCD requirement puts a burden on the Town to figure out other sources of <br />domestic supply since it cannot purchase additional CBT water. <br /> <br />Clear Water Solutions, Inc. <br />Town of Firestone <br /> <br />2007 Water Conservation Plan <br /> <br />8 <br />
