<br />City of Northglenn 2007 Water Conservation Plan <br /> <br />REGULATORY MEASURES DESIGNED TO ENCOURAGE WATER CONSERVATION <br /> <br />Waste of Water Ordinance <br />Pursuant to the Northglenn Municipal Code, adopted in 2002, the waste of water is <br />prohibited. The following water wasting activities and practices are prohibited: <br />· Violating mandatory watering restrictions as established by the City Manager <br />pursuant to the determination of the stage of a water shortage and desired level of <br />water conservation for the benefit of the community; <br />· Watering landscaping in a single irrigation zone at a rate and/or quantity that allows <br />water to accumulate on the surface of the ground and then runoff into the public <br />right-of-way in a steady stream for an unreasonable period of time; <br />· Watering in a single irrigation zone so that water falls directly onto impervious <br />surfaces and enters the public right-of-way in a steady stream (does not apply to an <br />incidental amount of water that may come in contact with sidewalks and driveways <br />but does not result in runoff to the public right-of-way; <br />· Washing of cars and other vehicles without an automatic shutoff nozzle and/or with a <br />sufficient quantity of water to cause water to flow to the public right-of-way in a <br />steady stream; <br />· Power-washing or hosing down patios, housing, gutters on buildings, fences, <br />windows, decks, or other impervious surfaces so that water flows into the public <br />right-of-way in a steady stream; <br />· Hosing down or power-washing of sidewalks or driveways except for reasons of <br />health and safety, in which case, runoff entering the public right-of-way must be <br />minimized; <br />· Exceeding recommended irrigation practices for the installation of new lawns; <br />· Failing to repair indoor plumbing and outdoor irrigation systems and/or devices, <br />connections or fixtures thereto within two weeks of the discovery of a leak or break in <br />the system, device, connection or fixture; <br />· Failing to comply with established regulations for the use of water for construction <br />purposes; and <br />· Failing to comply with other water usage practices determined to be necessary to <br />prevent the waste of water as they may be promulgated from time to time. <br /> <br />Violation of the Waste of Water Ordinance shall result in a letter of violation sent to the <br />responsible party or the assessment of a penalty fee. Repeat offenders are subject to <br />penalty fees up to $999 that are imposed on the responsible party's utility bill. <br /> <br />INCENTIVES TO IMPLEMENT WATER CONSERVATION TECHNIQUES, INCLUDING REBATES TO <br />CUSTOMERS TO ENCOURAGE THE INSTAllATION OF WATER CONSERVATION MEASURES <br /> <br />The City offers several incentives to implement water use efficiency techniques <br />including: <br />· Tiered water use rate structure; <br />· Waste of Water Ordinance including financial penalty for violations; <br />· Water efficient clothes washer and toilet rebates; <br />· Free conservation kits; <br />· Xeriscape and irrigation systems classes, demonstrations and educational materials; <br />· New radio transmitting water meters with "leak detection" arrows; <br /> <br />14 <br />
