All items identified as "in progress" or "needs to be done" in the 50%
completion progress report, dated April 18, 2007, have been completed tasks include:

. Incorporation of public comments have been incorporated into the plan
. Approval of the plan by City Council on July 12, 2007

Background Information
Northglenn currently has insufficient water supplies to meet drought year demands. In 1976, to
enhance the City's water supplies, Northglenn developed an innovative agricultural/municipal
partnership. The Northglenn/FRICO exchange gives the City the first use of agricultural
supplies in Standley Lake and the City returns treated wastewater effluent and a 10% bonus to
the irrigators. This agreement has effectively extended Northglenn's supplies buy the amount
exchanged without requiring the City to purchase water rights or expand storage. The amount of
FRICO agricultural supplies available for exchange to NOlihglenn is diminishing due to the
gradual transition from agricultural to residential and commercial development. Northglenn will
continue to purchase agricultural water rights but recognizes that conservation will play an
important role in meeting future water needs.

Northglenn is 100% metered, has a relatively low unaccounted for system loss, and has one of
the lowest gallons per capita water usage in the Denver Metro area. Northglenn's housing stock
tends to be older than surrounding cities. Most of the homes were built in the 1960's to the
1980' s, lot size tend to be larger than newer communities, with no in ground irrigation system.
The City's goal is to conserve 600 acre feet of water annually.

Successes
In response to the 2001 drought, the City implemented multiple water saving activities. These
activities continue today and are summarized in Table 4 of the Conservation Plan. The toilet and
HE washing machine rebates one of the most popular water conservation programs. Retrofitting
indoor plumbing can result in substantial water and energy savings. The estimated water savings
from the toilet and HE washer rebate program alone is 3.5 million gallons a year. Given the
relative age of the housing stock, this program should yield savings for many more years to
come.
