<br />City of Northglenn 2007 Water Conservation Plan <br /> <br />1.5 Review Current Policies and Planning Initiatives <br /> <br />The City's Waste of Water Ordinance was adopted in 2002 and is described in detail in <br />section 1.6 of this document. This ordinance regulates activities to insure that water is <br />not being used in a careless manner and provides the City with the ability to impose <br />fines on violators. <br /> <br />Northglenn is currently reviewing a draft Integrated Resources Plan (IRP) developed by <br />CDM consultants. The IRP evaluates existing supplies, future water demands and water <br />resources priorities, and develops a long-term water portfolio (including conservation <br />savings) for the City. The IRP is designed to secure sufficient water supply to meet <br />future demands and decrease the City's susceptibility to water shortages during periods <br />of drought. The finallRP is expected to be completed in mid-2007. This Water <br />Conservation Plan evaluates a variety of existing and potential conservation activities in <br />order to select the most appropriate to meet the City's water conservation goals. <br /> <br />1.6 Summarize Current Water Conservation Activities <br /> <br />The City began implementing a water conservation program late in the summer of 2001 <br />to help insure adequate supplies of water for domestic and other uses in the present and <br />in years to come. Current and previously implemented program measures that continue <br />to provide water use savings include: <br /> <br />WATER-EFFICIENT FIXTURES AND APPLIANCES, INCLUDING TOILETS, URINALS, <br />SHOWERHEADS AND FAUCETS <br /> <br />1992 Enerav Efficiencv Law <br />The passage of the Federal 1992 Energy Efficiency Law set maximum water use <br />standards for toilets and showerheads. All new developments are built with water <br />efficient fixtures and appliances and many older buildings have been retrofitted, leading <br />to indoor water use savings. <br /> <br />Appliance Rebate Proaram <br />The City implemented a toilet and clothes washer rebate program in June 2003. <br />Residents are eligible to receive a $75 rebate for the purchase and installation of low <br />volume toilets. Commercial rebates for apartments are $50 per toilet. The commercial <br />rebates are limited to eight per month for one customer but can be reapplied for in <br />sequential months. This limit was set to spread out the funding of the program to more <br />customers. The commercial rebate was also set lower than that for residential <br />properties to encourage increased numbers of customers to benefit from savings. The <br />City distributes rebates of $100 for the purchase and installation of high efficiency (HE) <br />residential clothes washers. Washers that are eligible for the rebate must be included <br />on the clothes washer product list that is regularly updated by the Consortium for Energy <br />Efficiency. Through 2006, the City has provided rebates for 457 toilets and 283 clothes <br />washers. <br /> <br />Replacement of Municipal Appliances <br />In 2002, the City replaced all older, higher water use toilets on the main floor of City Hall <br />with low flow toilets. Six toilets still need to be replaced. All older toilets at the water <br />treatment facility and the Police Station have also been replaced and Police Station <br />showerheads were replaced with low flow models. <br /> <br />9 <br />
