Commercial <br />domestic accounts provide water for indoor use only, commercial mixed use accounts <br />provide both domestic use and irrigation on the same meter, and commercial irrigation <br />accounts are designated for irrigation only. Indoor water use for both residential and <br />commercial accounts is set at a lower rate than those for outdoor use. This differential <br />rate system, where the highest rates apply to outdoor only (i.e. commercial irrigation <br />accounts) or mixed use accounts (i.e. residential or commercial mixed use accounts), is <br />designed to encourage outdoor water conservation. Additionally, if a higher water <br />savings goal is identified during a period of drought, surcharges may be applied as noted <br />in the rate discussion below. Rates for commercial irrigation and commercial domestic <br />use customers are based on a fixed consumption use charge. <br /> <br />Residential Accounts <br />In 2003, the City implemented a three-tiered water rate structure designed to cover the <br />costs associated with operating and maintaining the water distribution system. Every <br />residential water account is billed for a minimum of 3,000 gallons of water and sewer <br />usage each month; the total minimum bill for water is $9.45 and $8.55 for sewer. Sewer <br />charges are based upon customers' average water consumption for the months of <br />November, December, January and February, when it is assumed outdoor water use is <br />at a minimum. Average household consumption per thousand gallons during these <br />months is multiplied by $2.85 to set the sewer rate for the next year beginning with the <br />April utility statement. <br /> <br />The City's current tiered Residential rate system for water service is as follows: <br /> <br />o to 3,000 gallons: $9.45 flat fee for water <br />3,001 to 15,000 gallons: $3.15 per 1,000 gallons of usage <br />15,001 to 23,000 gallons: $3.70 per 1,000 gallons of usage <br /> <br />7 <br />
