However, this assumes that the conservation savings estimated in this Plan <br />are obtained and that the 2006 water rates do not change. In order to make up for the <br />loss of revenue, the District may need to raise water rates. However, the District may <br />also save money through the reduction of operational costs and purchases of water <br />rights. Capital and operation expenditures as well as projected revenues are evaluated <br />on a yearly basis.
