S 37-60-126 creating a grant program for certain water conservation
and drought mitigation planning activities, Dominion Water and Sanitation District (Dominion)
and Castle Pines North Metropolitan DLs~t, each located in Douglas County, Colorado, and
Douglas County submit this innovative HB05 1254 Water Efficiency Grant Program
Application. It is intended to substitute for the earlier application submitted to this office on
December 28, 2005. Specific details of these three organizations are found in Attachment A of
this submittal. Dominion, Castle Pines North, and Douglas County believe that the outcome of
this study and the implementation of a total water management approach will be of unique
benefit not only to existing well users of Douglas County and related existing residential and
commercial development, but also to new planned development.

Dominion, Castle Pines North, and Douglas County are committed to promoting
sustainable development coupled with the efficient use of water resources in Douglas County.
Dominion, Castle Pines North, and Douglas County are supported in this effort by a number of
other organizations and governmental entities. As part of their overarching philosophy, the
Districts and the County would like to pursue three potential water saving strategies to minimize
outside water usage: I) water efficient landscape plantings; 2) irrigation system efficiency
audits; and 3) precipitation management. The outline of this project is found in Attachment B of
this submittal.

Dominion, Castle Pines North, and Douglas County are seeking a $47,500.00 matching
grant to achieve these purposes for a twelve-month period. The matching funds from Dominion,
Castle Pines North, and Douglas County will take the form of direct funds for outside
engineering and other professional consultants, in-kind contributions of staff time, and in-kind
contributions of facilities with a combined value exceeding $47,500.00.
