The proposal represents collaboration with Dominion
Water and Sanitation District, and Douglas County (see attached letters for support). The application
is enclosed for your review.

The applicant is requesting $47,500 to aid in pursuing three potential water saving strategies to
minimize outside water usage: I) water efficient landscape plantings; 2) irrigation system efficiency
audits; and 3) precipitation management, also known as rainwater conservation. The focus of the
proposed project will be on the third strategy - rainwater conservation.

The outline ofthis project is found in Attachment B ofthis submittal. The study will be conducted
by Leonard Rice Engineers, Inc (LRE) and Maurer & Associates, two Denver based engineering
firms. LRE will concentrate on refining evapotranspiration data, while Maurer will focus on an
evaluation of the infrastructure required for rainwater conservation. LRE will be responsible for
developing the water balance algorithms and sample augmentation plans as well as summarizing the
study for the CWeR ~e proposed project is theoretical study, involving literature reviews &
modeling, to demonstrate the feasibility and sustainability of rainwater conservation without injuring
existing water rights with the framework of existing Colorado law. This project is a water
efficiency study to look at one way to preserve groundwater in the applicant's service area and meet
future demands.

The applicant has demonstrated their financial ability to provide 25% of the project budget with
matching funds in the form of cash and in-kind services.
