STERLING WATER CONSERVATION PLAN

MAY 28, 1996

Water Conservation Measure Selection Criteria

Many types of water conservation measures can be used to reduce water use, but the
challenge was to select a mix of measures to meet Ster1ing's needs. HB 91 - 1154
requires entities to examine water conservation measures in nine different areas. The
following criteria were used when rating the measures:

. Available resources (money, staff, equipment)

. Is legal (complies with federal, state and local laws)

. Results can be evaluated and/or measured

. Produces water savings, long- or short-tenn

. Projected water savings justify the resources needed to implement the
measure

. Is acceptable to customers

. Applies to the City's water conservation goals

Water Conservation Measures Selected

The following 23 water conservation measures were selected, They were chosen over
other options as a result of a assessment based upon the selection criteria. The intent
of this list was not to preclude the consideration of any other possible demand
management strategies in the future. The 23 measures selected are as follows:

1-Water..mcient fixtures and appliances

Measure 1 a - Indoor water use audit of City-owned facilities

2-Low water-use landscapes and efficient irrigation

Measure 2a - Promote xeriscape and efficient inigation

Measure 2b - Efficiently inigate City;;gwned landscapes

Measure 2e - Use school yards as parks for public use

Measure 2f - Implement central inigation control for public landscaping

- - - - - - - - - - - - - - - --3-Water-.elficient industrial and cORIlIMN"eial water using processes - - - - - - - - - - -

Measure 3a - Encourage businesses to use water efficient techniques

4-Water ret.1S8 systems, both potable and nonpotable

Measure 4a - Effluent for inigation at the Wastewater Treatment Plant

~istribution system leak repair

Measure Sa - leak detection, repair and rehabilitation

~issemination of infonnation regarding water use efficiency measures

Measure 6a - Promote water conservation and education to students

Measu!'8 6b - Promote water conservation to the public

Measure 6e - Offer commercial and residential leak detection programs

Page42
