Water Conservation Objectives

The objectives for the City's water conservation are as follows:

1. Improve the City Government's water use efficiency, such that we can
encourage the public through setting a good example.
- - J - - - - - - - - - - - - - - - - - - 2.---howef-tne-adjusted -per capita-peak- QaiIy- clemand-from~-+a7-gpc .
to 747 gpc by the year 2001 (5% reduction).
3. Lower the average domestic per capita annual consumption from the current
289 gped to 275 Sped by the year 2001 (5% reduction).

I
\
I
I
I
I
1
I
I
I
I
I

STERLING WATER CONSERVATION PLAN

MAY 28, 1996

CHAPTER 7 - WATER CONSERVATION MEASURE SELECTION &
IMPLEMENTATION

Water Conservation Policy Statement

The City of Sterling, recognizing that: (1) there is a fundamental need to be efficient in
the use of a limited and vital resource; (2) water conservation should be an integral part
of the long tenn water supply management program; and (3) the implementation of
additional conservation practices will help assure continued reliable short and long term
supplies of high quality, reasonably-priced water; does hereby endorse the following
goals, objectives and strategies.

Water Conservation Goals

For the purposes of this report, goals are defined as broad intentions. Objectives carry
the process one step further, by identifying specific target areas. Objectives are
usually quantifiable and time-specific. Finally, strategies are the specific measures
taken to meet the objectives.

The goals for the City's water conservation are as follows:

1. Project a water conservation "ethic" by initiating or intensifying the City's
activities that demonstrate a commitment to conservation.
2. Reinforce and strengthen the community's awareness of the importance of
using water efficiently.
3. Defer water facility expansion.
4. Ensure compliance with anticipated federal pennitting requirements for
water-use efficiency, applicable to future supply expansion projects.

]
I
I
I
I
\

Water Conservation Measures Considered

The 36 measures that were considered for inclusion in the final conservation plan are in
Appendix A. They were originally chosen to be considered over other options as a
result of a general, infonnal assessment of their potential. The intent of this list was not
to preClude the consideration of any other possible demand management strategies.
Some measures fit in more than one designation. Explanatory infonnation is included,
as necessary.

Page41
