The workplan will set <br />goals for the year, outline the plan for implementing measures and evaluate <br />accomplishments from the previous year. As a part of the implementation plan, a <br />detailed 'cost-to-benefit" analysis should be conducted. Any measure that costs more <br />to implement than benefits received should not be implemented.
