information tells high water users how much more water they use than the average household
would and how much more money they spend on water.

.

After lengthy discussions between the City and the BECC, an equation was included in the
brochure that the recipients could use to figure out how much water they were using on their
lawn. The opinion of the BECCand the City of Westminster clerks was that this equation would
prove too difficult for most residents and would be ignored. This opinion proved to be true after
reading the survey responses of the residents who received the brochure. With personal
assistance, residents seem more likely to do the calculation.

The completed brochure was then sent to the top 50 randomly-selected water users within the
City of Westminster and was followed up with the survey done by the CD students.

3) Identification and Tracking of High Water Users

Fifty Westminster residents were randomly selected to receive the brochure from a pool of the
top 500 residential water users in the City. Average annual outdoor water use (calculated by
subtracting estimated indoor water use from total annual use) is shown for the "control" group of
the top users minus the 50 brochure recipients and for the brochure recipients for years 1997 and
1998 in the chart below.

.

Average Outdoor Usage 1997 & 1998

250

200

150

100

50

o

Top 450 (minus brochure recipients)

6.4% Difference

1997 1998

50 Brochure Recipients

.

As is evident from the chart, outdoor use has decreased slightly in both groups from 1997 to
1998. Based upon these figures, it does not appear that the brochure had any effect on the
brochure group's water usage as compared to the control group of non-brochure recipients.

5
