<br />Background <br /> <br />. The City of Westminster has had a conservation program in place for many years, but until now, <br />the program has not been advertised to Westminster citizens. Recent in-house studies show that <br />some homeowners use far more water for irrigating lawns than is necessary, and the decision to <br />actively promote the City's water conservation program was made in early 1997. The City <br />applied for and received a grant from the State of Colorado, which enabled the City to <br />immediately begin working on a campaign to educate water users. A list of priorities was made <br />and it was decided to pursue the top three. <br /> <br />. <br /> <br />. <br /> <br />1) Provide training for front-line utility customer service personnel. <br />2) Develop a brochure of water conservation measures to educate Westminster's citizens. <br />3) Target 50 citizens with high water usage, provide a brochure, and follow up with a survey. <br /> <br />, <br />The City decided to outsource the project to an experienced firm, the Boulder Energy <br />Conservation Center (BECC). The BECC began work with the City in February of 1998 and <br />finished in January 1999 with delivery of their final project report. An upper-level geography <br />class from the University of Colorado was also involved in development and implementation of <br />the residential survey. <br /> <br />3 <br />
