.

.

.

Introduction

This is the City of Westminster's final report to the State of Colorado Office of Water
Conservation. As per our contract, this report includes a summary of the project, a discussion of
the project implementation, potential water savings and project findings.

The project consisted of:

1) Development of training and education materials for utility billing clerks so that they can
identify if a customer's water bill is too high and assist in reducing water usage.

2) Identification of high water users (defined by the City as a random sample of 50 of the top
500 residential water users) and tracking of their water usage.

3) Development and administration of a survey to review water use patterns and any changes the
50 high water users might have made as a result of this project's efforts.

4) Compilation of the final report.

As an addendum to the scope of the project as defined by the City's contract with the State, the
City developed a brochure on outdoor water conservation to send out to the high water
customers. This brochure was an important element of the customer contact portion of the
project, and a section of this report is devoted to a discussion of the brochure content and its role
in the project.

2
