Page 3

3. Device Installation All devices will be delivered to
participating homes along with installation instructions. steps to
determine flow rates of existing fixtures will also be included
with a request for information to be returned. Homeowners will then
be asked to install devices. To help with the installation, a
training session will be offered to homeowners who plan to install
devices themselves.

Homeowners will also be informed that a plumber will be available
to install devices if residents have problems. This service will
serve as quality control over the installation for homeowners who
aren't able to. Appointments will be required for installations. If
the service of the plumber is used, a questionnaire will be filled
out by homeowners regarding the ease of installing devices and
reason for calling the plumber.

4. Timing of Installation - March 1991 is the month targeted for
devices to be received and installed. This time frame will be
dependent on responses for participation from residents.

5. Participant Surveys - Throughout the duration of the pilot
project, periodic contact with participants will occur. The
following three mailings will occur. All material will be prepared
by DNR and mailing arrangements made with Grand Junction.

1st Following initial responses and selection of
participants, confirmation and thank you letter will be sent to all
households explaining what to expect and time frame for delivery of
devices.

2nd - The second correspondence will the instructions and
literature included with the delivered devices. This delivery will
include an invitation to a training and information session and
information on the availability of a plumber for installation.

3rd - The third correspondence will be a survey sent to all
participants which will include questions pertaining to device
performance, homeowner acceptance, any habit changes, household
data and other questions. The survey will be an important means to
get participant feedback and continue a heightened level of
awareness.

6. Data Collection and Analysis The ability for advanced
planning is one of the most important elements to this project and
one that will make the project unique. communication with the
technical advisory group will continue throughout the project as
needed to make sure that all necessary data is gathered or measured
in order for analysis to be accurate.
