Dear Resident:

City of Grand Junction, Colorado
81501-2668
250 North Fifth Street

This month the City of Grand Junction and the Colorado Department of Natural
Resources will be starting a demonstration water conservation project. Approximately 100
City of Grand Junction homeowners will be selected for participation. This residential
retrofit project will evaluate the effects of water and energy use after water conservation
plumbing devices are installed in individual homes.

Recognizing that the cost of water service is rising, we would like to determine what
water conservation measures the city might undertake in the future. We feel it is important
to keep utility costs down while not creating any lifestyle changes for citizens. The State of
Colorado, is interested in how this pilot project could affect other cities in the state.

To determine who might be interested in participating in this project, you are one
of a 1,000 city water customers who are being asked if you would like to participate in this
project. After we determine who is interested, 100 households will be finally selected.

Project participants will be provided with sophisticated, high quality water
conservation devices FREE of charge. These devices are low flow showerheads and devices
for toilets that allow for different flushing rates. After the devices are installed, household
water and energy use will be evaluated for a period of 18 months. This demonstration
project will not only provide the Water Department with information, but participants will
have an opportunity to evaluate their water use and monthly utility bills as well.

Between 60% and 70% of indoor water consumption is from toilet, bathing and
shower use. The toilet alone typically uses up to 40% or about 30 gallons of water per
person each day. As a participant in Grand Junction's demonstration project, installation
of the water conservation devices could reduce household water use by as much as 14%.

Please indicate your interest in this project by answering the questions on the
following page and returning the questionnaire to the Utilities Department no later than
March 20. 1991. Our address is 250 N. 5th Street, Grand Junction, Colorado 81501. For
further information and questions answered, you can call 244-1578.

xc: City Manager
City Council
