All discontinued and abandoned wells shall be capped as <br />required by the Town Council, by C.R.S. S37-9l-ll0, and by the <br />rules and regulations promulgated by the State Board of Examiners <br />of Water Well Construction and Pump Installation Contractors. <br /> <br />The employees of the Town, in the discharge of their duties <br />under this Ordinance and for any purposes concerning .the <br />administration of the water system of the Town, including the <br />reading and inspection of water meters, shall have the right and <br />authority to enter upon any premises to which water is being <br />supplied by the Town. <br /> <br />VIOLATORS LIABLE FOR DAMAGES. <br /> <br />Any person guilty of <br />Ordinance, in addition to the <br />shall be responsible for the <br />such violation. <br /> <br />violating any provision of this <br />penalty provided for such violation., <br />payment of all damages arising from <br /> <br />WATER SERVICE <br /> <br />DIVISION 1. GENERAL PROVISIONS <br /> <br />METERS REQUIRED. <br /> <br />Any water taps requested and installed after the effective <br />date of this Ordinance shall have meters installed at the time of <br />construction. For residential users, the meter shall be installed <br />as near as practicable to the stopcock on the service pipe outside <br />the building or improvement as located on the premises of the user. <br />For business or industrial users, the meter shall be installed as <br />. . <br />designated by the Town Manager. <br /> <br />All such meters shall be furnished by the Town and paid for by <br />the consumers and shall be under the control of and read by the <br />Town. Where more than one ultimate consumer is using from the same <br />meter, as in office buildings, apartment houses, trailer courts and <br />other additional outlets, the Board of Trustees may, from time to <br />time as it sees fit by resolution, establish additional charges <br />covering such additional usage. <br /> <br />STOPCOCK AND BOX REQUIRED NEAR PROPERTY LINE. <br /> <br />The owner or lessee of any service pipes shall keep, or cause <br />to be kept, as near the property line of the property as feasible, <br />a stopcock with box and cover in connection with such pipes and <br />meter. Such stopcock shall be kept in good condition so that the <br />Town Manager and his employees shall be able to shut off the water <br />from such service pipes at any time. In case there is no sidewalk <br />where such pipes are extended, such stopcock shall be in some <br />
